Objective: Put Tom Dobis on as many November 7, 2028 general-election ballots as possible—either as an independent candidate or as the nominee of a qualifying political party. 1. Confirm the legal baseline — now Verify constitutional eligibility: natural-born U.S. citizen, at least 35 years old, and a U.S. resident for at least 14 years by Inauguration Day. U.S. Constitution, Art. II §1 Choose a route: independent (state-by-state petitions) or party nominee (use a party that has or can obtain ballot access). Select a vice-presidential running mate and establish the campaign’s official name/branding. 2. Build a compliant campaign operation — 2026–27 Appoint a treasurer; open a campaign bank account; maintain contribution and spending records. Once campaign receipts or expenditures exceed $5,000, file a Statement of Candidacy with the FEC within 15 days; the campaign committee then registers and reports. FEC guidance Retain ballot-access counsel and a national petition-management lead. Ballot access is governed mainly by state law, not one national application. 3. Create a 51-jurisdiction ballot-access calendar — by early 2027 For each state and D.C., track and confirm with its chief election office: Filing deadline, signature target, petition form, circulator/notary rules, filing fee, and challenge period. Required presidential-elector slate and elector consent forms. Whether the state accepts an independent slate, a recognized party nomination, or both. Local counsel and a signature-validation buffer; collect substantially more signatures than the legal minimum. Critical: Do not rely on a 2024 or 2026 deadline table. States can amend rules before 2028; use each state election authority’s published 2028 instructions as controlling. 4. Execute petitions and filings — 2027 through summer 2028 Prioritize the earliest, highest-signature, and hardest states first; then move to lower-barrier states. Train paid/volunteer circulators on state-specific rules and audit every petition batch before filing. File original petitions, candidate paperwork, fees, and elector slates before each deadline; preserve copies and delivery proof. Maintain a rapid-response legal team for signature challenges and ballot-access litigation. 5. Finish the national ticket — fall 2028 Verify certification with every jurisdiction; correct defects during cure windows where available. Coordinate eligible elector slates for every ballot-qualified state. Run voter education explaining how Tom Dobis appears on each ballot (party label, independent label, or write-in where applicable). Track write-in qualification separately—write-in rules are also state-specific and are not a substitute for ballot access. Decision gate Full national ballot access: expensive, staff-intensive, and deadline-driven. Targeted-state strategy: focus resources on a smaller set of states, while pursuing write-in status elsewhere where lawful. Before collecting any signatures, commission a 50-state + D.C. legal/deadline memo from election counsel.
